Yes. Major MySQL version upgrades in Azure Database for MySQL Flexible Server are not automatic.
They must be customer-initiated.
Supported manual initiation methods in the documentation are:

- Open the Flexible Server resource.
- On Overview, select Upgrade.
- Run Validate before proceeding.
- Azure CLI
- Use Azure CLI version 2.40.0 or later.
- Run:
az mysql flexible-server upgrade --name {your mysql server name} --resource-group {your resource group} --subscription {your subscription id} --version {target major version} - REST API or SDK
- Major version upgrade can be initiated this way, but the documentation states that other service property changes must not be included in the same request.

- Major upgrades include examples such as 5.7 to 8.0 and 8.0 to 8.4.
- The upgrade is irreversible.
- Downtime duration varies based on database size and table count.
