For Windows GGWA, could you please clarify the following:

  1. How are the licenses and product keys assigned to devices?
  2. Can a single product key be used to activate multiple devices?
  3. If we purchase multiple GGWA licenses in a single order, can we use multiple product keys and assign them separately to different departments?
  4. Where can we check the activation count and see how many activations have already been used for each product key?

Get Genuine Windows Agreement licenses are assigned as a pool of volume licenses tied to specific hardware upon activation, and multiple activations are typically handled through a single Multiple Activation Key.

GGWA licenses are permanently bound to the unique hardware signature of the specific device upon initial activation. Once activated, they are non-transferable to a different computer. A single GGWA purchase order typically provides one MAK product key configured with an activation count equal to the total number of licenses purchased.

That single MAK is designed to activate multiple devices up to the purchased license limit. You cannot natively split a single MAK into separate sub-keys for different departments through the administration portal. The same key can be used across departments, so if departmental allocation needs to be tracked, this must be handled through internal asset management records or IT deployment logs.

The standard Microsoft 365 Admin Center and modern volume licensing management views may not provide a direct real-time counter showing the number of used versus remaining activations for a specific MAK. You should be able to use Volume Activation Management Tool, which is part of the Windows Assessment and Deployment Kit (ADK), to determine the activation status and activation count for MAK-based deployments by communicating with Microsoft's activation infrastructure.
