Since Zoom is already reinstalled, Windows 11 is updated, and camera privacy access is already enabled for desktop apps, the next checks are:
- Test whether the camera works outside Zoom.
- Open Start > Camera.
- If the preview works there, the camera hardware and Windows camera access are working, and the problem is likely specific to Zoom.
- If it does not work there either, the issue is system-wide.
- Close anything else that may be using the camera.
- Right-click the taskbar and open Task Manager.
- End any app that could be using the camera in the background.
- This is relevant for camera errors where another app is already using the device.
- Check for a physical camera block.
- Make sure there is no privacy shutter covering the lens.
- Check the keyboard for a camera key or Fn + camera key that may have disabled the webcam.
- Update the camera driver.
- Open Start > Device Manager.
- Expand Cameras.
- Right-click the built-in camera and select Update driver.
- Select Search automatically for drivers.
- Restart the PC after the update.
- Check Windows Update again for optional driver updates.
- Go to Start > Settings > Windows Update > Check for updates.
- Then open Advanced options > Optional updates and install any camera-related driver updates.
- Restart the PC.
- If the camera works in the Camera app but fails only in Zoom:
- The issue is with Zoom settings or another app conflict, not Windows camera access.
- Make sure no browser, Teams, or other video app is open at the same time.
- If the camera is blocked by security software:
- Temporarily disable antivirus or firewall camera blocking settings and test again.
- Run the Windows camera troubleshooter.
- Use Run the troubleshooter in Get Help from the Windows camera support flow.
If Camera access is greyed out in Settings, that requires an administrator to enable it.
