Not able to deploy agent in Microsoft Foundry

I am trying to deploy gpt-5-mini in my newly created Foundry project. While creating the same I am getting below error.

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

Not able to contact support with my free plan.

How do I solve this?

    Hi K,

    715-123420 is a fraud/risk protection block (RTFP) on the Foundry model deployment, not a normal GPT-5-mini quota or RBAC error.

    There is no portal or CLI setting that can remove this block. Changing the model, region, SKU, or recreating the Foundry project will not clear it.

    Since the message specifically says to contact support, the subscription/account needs to be reviewed by the Microsoft team handling the risk restriction. Include the 715-123420 error, subscription ID, Foundry resource/project, region, and the UTC timestamp of the failed deployment.

    Do not create another subscription to work around the restriction.
