Try these steps in order:
- Check that Microsoft Store downloads work.
- Open the Microsoft Store app.
- Try downloading any app.
- If Store downloads fail, that can block language feature downloads.
- If Store downloads work, submit feedback through Feedback Hub.
- This is recommended when the required language files cannot be downloaded even though Microsoft Store app downloads are working.
- If Store downloads do not work and the device is managed by an organization, ask the IT administrator to download and deploy the appropriate Store package.
- If the issue continues, run the Windows Update troubleshooter.
- Go to Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
- Reset Windows Update components.
- Open Terminal (Admin) or Command Prompt as administrator.
- Run these commands one at a time:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
- Restart the laptop, then try again from Settings > Time & Language > Language & Region > language Options.
- If basic typing still will not install, use the offline language installation method with the Language and FOD ISO.
- This was the accepted resolution in similar Windows 11 language pack cases when online installation kept failing.
Note: resetting Windows Update components renames update cache folders. This is generally safe, but it affects update history/cache state and should be run from an elevated command prompt.
