basic typing not downloading

Hi, I am trying to download basic typing for a new language on my laptop, and it keeps showing error code 0x80070006. I already tried restarting my computer and that did not work. If someone can please help me that would be great

    Please try the DISM command line to add basic typing capability.

    For example, to add the (Chinese language) basic typing, run this command from Command Prompt admin:

    Dism /Online /add-capability /capabilityname:"Language.Basic~~~zh-CN~0.0.1.0"
