Popup menus and task bar don't work

Recent update of W11 corrupted taskbar and its functions. Popup menu pops up list non functional it's there but does not enable selection. Dead. Nothing happens when you click. Programs on task bar show only outline, no design nor color features. Deal monitors and outline of app is unresponsive to activate it. Some desk icons on monitor inoperative. Others seem to work as normal, some with only outline, no color, on the icon.
