Windows does include basic screen saver option that you can customize, but they're limited to simple effects and transitions. To set one up, go to Settings > Personalization > Lock screen > Screen saver. In the Screen Saver Settings window, choose Photos or My Pictures Slideshow from the drop-down menu, then browse to the folder containing the images you want to use.
