How to uninstall 3rd-party security software

I have been trying to uninstall a private security program now for over four hours with no success. I go through the "Settings" and the uninstall hangs at 30%. If I go through the"Run-->appwizcpl" route my computer asks if I will let MS Windows make changes to my hard drive and I allow it absolutely nothing happens. Help

    Some applications have error during installation process, so they cannot be removed by their official uninstaller.
