Windows 11 background won't change to Windows Spotlight

In the Personalization setting when changing the option to windows Spotlight the 'Personalize your background' says "A picture background applies to your current desktop..." even though windows spotlight has been selected. I have done many restarts after changing this option numerous times but the 'Personalize your background' box stays the same.

    Are you referring to the dropdown option not switching to Windows Spotlight, or is the entire “Personalize your background” section affected? If it’s the second case, do you expect the description in that section to update when you switch to Windows Spotlight? If it’s the first case, does it automatically revert back to Pictures instead?
