Windows Spotlight as a desktop background in Windows 11 is controlled by both the Personalization UI and underlying Spotlight/experience components. If selecting “Windows spotlight” under Settings > Personalization > Background does not change the description from “A picture background applies to your current desktop…”, use these steps to restore Spotlight functionality:
- Confirm Spotlight is supported and enabled
- Windows spotlight as a background is available only on Windows 11 Enterprise and Education editions.
- If the device is managed by an organization (Intune/GPO), Spotlight may be disabled via policies such as AllowWindowsSpotlight or AllowSpotlightCollection. In that case, organizational policy will override the local setting and keep the background behaving like a picture.
- Re‑set background to Spotlight from Settings
- Go to Settings > Personalization > Background (or use
ms-settings:personalization-background).
- Under Personalize your background, select another mode (for example Picture or Solid color), then reselect Windows spotlight.
- Sign out and sign back in, or restart once after changing.
- Check for a custom background/lock screen policy
- If a custom desktop or lock screen image is configured by policy (for example via Intune, CSP, or GPO), it replaces the Spotlight image even when Spotlight is technically enabled. In that case, the UI may still show text referring to a picture background.
- Removing or changing that policy (for example, via Intune or Group Policy) is required for Spotlight images to appear.
- Repair Spotlight components (if managed scenario applies)
- If Spotlight is intended to be used across multiple devices, verify and, if needed, reconfigure it using:
- Experience Policy CSP (for MDM/Intune-managed devices) with settings like AllowWindowsSpotlight and ConfigureWindowsSpotlightOnLockScreen.
- Group Policy for AD-joined or hybrid-joined devices.
If the device is on a supported edition and not locked down by policy, after correcting any custom background policies and reapplying Windows spotlight in Background settings, the desktop should start using Spotlight images even if the descriptive text in the box was previously stuck.
