Dear @Dimitris Gkavos
I understand how critical this issue is for your business operations, especially when your settings and roles are already configured to allow invitations.
Regarding the error “User invitation failed – Insufficient privileges to complete the operation” and your request to check for a tenant-level block, please note that as forum moderators and independent advisors, I do not have backend access to your tenant or administrative tools to inspect or lift system-level blocks directly.
However, I can clarify what causes this issue and provide the exact steps to resolve it.
Step 1: Microsoft Automated Anomaly Detection / Anti-Abuse Block
- If your tenant recently sent a high volume of invitations (bulk invites via CSV or Microsoft Graph API), Microsoft's internal security systems may temporarily block B2B guest invitations at the tenant level.
- Even with the Global Administrator role, single manual invites fail, often returning permissions or privileges errors.
- This block cannot be removed through self-service or forum changes. It must be unblocked by Microsoft Support's Data Protection / Risk team.
Step 2: Privileged Identity Management (PIM) / Missing Local Role Assignment
- If your account relies on Microsoft Entra PIM, ensure your Global Administrator role is currently activated.
- Try explicitly assigning the Guest Inviter role directly to your account in Microsoft Entra ID > Users > Directory roles to rule out role synchronization propagation delays.
External Collaboration Settings Delay
- If External collaboration settings (Microsoft Entra ID > Users > User settings > External users) were modified recently, it can take up to 15 to 60 minutes for policy changes to apply across all directory services.
To get this unblocked as quickly as possible:
Submit a Technical Support Ticket in Microsoft Admin Center:
- Go to the Microsoft 365 Admin Center
- Navigate to Help + support > New support request.
- Set Issue Type: Technical > Service: Identity & Access Management (B2B Collaboration).
- Explain in the ticket: "B2B Guest Invitations are failing with insufficient privileges for Global Admin. Please check for and lift any tenant-level anti-abuse / anomaly detection block."
Provide these details in your ticket to speed up verification:
- Tenant ID or primary domain name.
- Timestamp and Correlation ID from the failed invitation log (found under Entra ID > Audit logs or Sign-in logs).
- A brief explanation confirming that the invitations are legitimate business activity.
