I try also from safe mode install windows server 2016 again with keep my apps & files and i took the same message, even from hard drive & the same from microsoft cd boot ! :-(
Restrictions problem for my administration account after install & uninstall 3rd party software

I can't do anything on my window desktop area, i can't open any app even create or open one text file, also the same with setting from windows manage & of course regedit also, any time i try to do anything i display a window message it says... Restrictions (as title up on the left) & following... This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
