I can log in to my outlook account but i can not download emails

I can not set up my outlook account at my iPhone ibuave tried all the steps described at the help section i have changed my password as well and restarted my device.

There is currently an ongoing issue affecting Outlook/Hotmail across multiple platforms, not just mobile. Microsoft is aware of the problem and working on it. You can check the latest updates here: https://portal.office.com/servicestatus.
