Based on your post, you have already verified the sharing permissions, reset and reinstalled the Outlook app, and you were informed by an Outlook app support representative that the issue appears to be on the service side rather than within the application itself.
If a Microsoft support agent has confirmed that this is a temporary backend issue, then there is unfortunately little that can be done from the community side to accelerate the resolution. In such cases, the best course of action is to allow the responsible engineering teams time to restore normal service and monitor the issue through your existing support channel. Backend synchronization issues are not typically resolved through client-side troubleshooting once the service team has identified the root cause.
