Unable to create Linux B1 App Service Plan in Germany West Central – No available instances

We are unable to create a Linux Azure App Service Plan using the B1 Basic SKU in the Germany West Central region.

The deployment fails while creating the Microsoft.Web/serverfarms resource with the following error:

“No available instances to satisfy this request. App Service is attempting to increase capacity. Please retry your request later.”

Configuration:

  • Region: Germany West Central
  • Operating system: Linux
  • App Service Plan SKU: B1 / Basic
  • Requested capacity: 1 instance
  • Microsoft.Web/serverfarms API version: 2025-03-01
  • properties.reserved: true
  • properties.asyncScalingEnabled: true

Troubleshooting already completed:

  1. The Microsoft.Web resource provider is registered for the subscription.
  2. The App Service quota page shows “B1 VMs: 0 of 1” for Germany West Central. Therefore, one B1 instance is permitted and currently no instance is in use.
  3. The deployment was repeated in a newly created resource group.
  4. The locally compiled ARM template was checked and contains API version 2025-03-01 and asyncScalingEnabled set to true.
  5. The template stored by Azure for the failed deployment was exported and checked. It contains the same settings.
  6. Only one B1 Linux instance is requested.
  7. The failure occurs while creating the App Service Plan, before the Web App or application code is deployed.

The issue therefore does not appear to be caused by an exhausted subscription quota or an incorrect deployment template.

Could Microsoft please verify whether:

  • B1 Linux capacity is currently available in Germany West Central;
  • this subscription is being assigned to a deployment unit or webspace without an available B1 Linux worker;
  • there is a subscription-specific provisioning restriction; or
  • the capacity assignment must be corrected internally?

If this requires access to internal subscription or regional capacity information, please escalate this question to an Azure Support Engineer and provide a private channel for the subscription ID, correlation ID, deployment timestamp and affected resource names.

Please also confirm whether another comparable low-cost Linux App Service SKU can currently be provisioned for this subscription in Germany West Central.

This problem is blocking the initial deployment of a new internal application. No existing production application is unavailable.
