gpt-5.6-sol quota request denied in EU regions — how to get DataZone Standard quota approved?

I'm trying to deploy gpt-5.6-sol on Azure AI Foundry (Microsoft Foundry)

for an EU-based application that requires data residency within the EU.

What I've tried:

1. Requested a quota increase for gpt-5.6-sol in Germany West Central — denied with the message that the region "is not available to expand capacity at this time" and to "expand your regional choices or wait 30+ days".
2. Created a new Foundry resource in Sweden Central and tried to deploy gpt-5.6-sol with DataZone Standard deployment type — the deploy dialog shows "Insufficient quota" for this deployment type/model version in the project.
3. Submitted the quota increase form (Model Deployment, TPM) via the customer voice request.

My questions:

• Is gpt-5.6-sol (DataZone Standard, version 2026-07-09) currently available for new quota approvals in any EU region / EU Data Zone?
• What is the typical turnaround for these quota requests, and is there anything I can do to speed up approval for a small pilot-scale workload?
• Is there a recommended EU region that currently has capacity for this model?
