The issue reproduces both from Azure AI Foundry portal and Azure CLI. The Microsoft.CognitiveServices provider is registered. The AI Services resource and Foundry project were created successfully.

This appears to be a 715-123420 deployment validation block / RTFP / Fraud Protection / Security backend review case. How can this be routed to the appropriate Microsoft internal team or secure collaboration channel?
