First, a large overall notebook size can significantly increase synchronization pressure, especially once it exceeds the commonly observed stable range (~ 1GB). Second, distributing pages to many students at the same time multiplies the number of sync operations, which can easily overwhelm the synchronization process. Third, pages that contain embedded files such as PDFs, images, videos, or other rich content place additional strain on service limits, making page distribution more likely to slow down or fail intermittently.

With those logs, you can then raise a support ticket through the Microsoft 365 admin center (this does require admin permissions):
Tips: You can turn off the Support Assistant as shown in the screenshot, then enter a few short characters in the search box and select Get Help. After that, wait for the Contact Support button to appear and click it. In the final step, make sure to clearly describe your issue in the description fields and attach the collected logs. You can also add a note requesting that the Microsoft Education Department be involved in handling this ticket.
Once a ticket is opened, a support technician can check things from the backend side, review synchronization behavior, and use internal tools to see why distribution is stalling or failing for that specific notebook and tenant.
