I get how confusing it can be when you're trying to change folder permissions and nothing seems to work, especially on a system like Windows Server 2025 where things are a bit more locked down by default.
What’s likely happening is that the system has Microsoft’s Security Baselines applied, which are enforced by a tool called OSConfig.
These baselines are meant to boost security, but they can also restrict your ability to change certain settings, like folder permissions.
To get around this, you can remove the applied baseline using PowerShell.
Just run Remove-OSConfigDesiredConfiguration in an elevated PowerShell window, then restart your server to apply the changes.
If OSConfig keeps reapplying the settings, you might also want to disable drift control with Set-OSConfigDriftControl -Enabled $false.
After that, you should be able to adjust permissions normally. Just to be sure we’re on the right track, do you know if OSConfig is installed on your server?
And are you part of a domain or is this a standalone server?
