Does the Feb 2027 West Europe price increase (+9%) apply to Azure Database for PostgreSQL Flexible Server and Azure Container Apps?

We received the notification "Prepare for specific Azure VM series and Azure Storage service price updates in seven Azure regions globally" (price increase from 1 Feb 2027, +9% for EU West / Amsterdam).

The notice only mentions Azure Virtual Machines and Azure Storage, but we run PaaS services in West Europe and cannot tell whether they are covered:

• Azure Database for PostgreSQL Flexible Server: Standard_B1ms (Burstable) and Standard_D2ds_v5 (General Purpose), each with 32 GiB storage
• Azure Container Apps (Consumption plan)

Questions:

1. Do the price changes apply to the compute and storage meters of ProstgreSQL Flexible Server? The exclusion list names VM series like Bv1, but not Ddsv5, and it is unclear whether the "VM series" wording covers Flexible Server SKUs at all.
2. Do they apply to Azure Container Apps meters (vCPU-seconds, GiB-seconds, requests), or only to Dedicated workload profiles?
3. Is there an official list of affected meters (category/subcategory) we can compare against our Cost Management data?
