If the new Outlook for Windows cannot be opened because the Contacts pane cannot be loaded, the problem may be related to corrupted local Outlook data, the application configuration, or an issue with the account's Contacts/People service.
First, try repairing or resetting the new Outlook application. Open Settings → Apps → Installed apps, locate Outlook for Windows, select Advanced options, and click Terminate. Then select Repair and try launching Outlook again. If the problem persists, return to the same section and use Reset. Keep in mind that resetting the application removes its local configuration and may require you to sign in again.
If Outlook still does not start correctly, try signing out of the affected Microsoft account and adding it again. This forces the new Outlook application to rebuild its account configuration and can resolve problems caused by corrupted local account data.
You can also try clearing the new Outlook cache. Close Outlook completely, press Win + R, and enter %LOCALAPPDATA%\Microsoft\Olk
Rename the Olk folder to something such as Olk.old, then start Outlook again. The application should recreate the required local files automatically.
It is also worth checking whether the Contacts service works correctly through Outlook on the web. Sign in to Outlook on the web and open People/Contacts. If Contacts cannot be accessed there either, the problem may be associated with the Microsoft account or the server-side Contacts service rather than the Windows application itself.
If none of these steps resolves the issue, the final option is to reinstall the new Outlook application. Uninstall Outlook for Windows, restart Windows, and then reinstall it from the Microsoft Store. This provides a clean installation and can resolve persistent application or component corruption
