Teams meeting link provisioning fails, but Meet now works

We are troubleshooting a Microsoft 365 Business tenant where Teams meeting link provisioning fails for multiple users.

What works:

  • Teams “Meet now” can start an immediate meeting.
  • Microsoft Graph POST /me/onlineMeetings succeeds and returns a joinWebUrl.

What fails:

  1. Teams Calendar -> New meeting -> Teams meeting enabled -> Save Error: “We couldn't make this a Teams meeting” “Something went wrong and we couldn't create a Teams meeting link. Do you want to send the invite without the link?”
  2. Teams -> Meet now -> Create a link to share Error: “Couldn't get the meeting link. Please try again later.”
  3. Microsoft Graph POST /me/events with: isOnlineMeeting=true onlineMeetingProvider=teamsForBusiness The event is created, but it is created as a normal non-online event: isOnlineMeeting=false onlineMeetingProvider=unknown no Teams join link is created.

Environment:

  • Microsoft 365 Business tenant
  • Multiple affected users in the same tenant
  • Exchange Online mailboxes
  • Users are TeamsOnly / PureOnlineTeamsOnlyUser
  • DefaultOnlineMeetingProvider is TeamsForBusiness
  • Teams meeting policy allows private meeting scheduling and Outlook add-in
  • SIP domain is enabled
  • The same issue reproduces from a separate Linux device using an InPrivate/private browser session signed in with only one affected account

Troubleshooting already performed:

  • Tested Teams desktop, Teams web, Outlook web, and Graph
  • Signed out and tested in a clean browser session
  • Tested from a separate device
  • Confirmed that immediate Teams meetings work
  • Confirmed that direct Graph online meeting creation works
  • Confirmed that calendar-event Teams meeting provisioning fails

Question:

Which backend component or provisioning state should be checked when Teams can start immediate meetings, but cannot provision reusable/scheduled Teams meeting links?

Specifically, should Microsoft support check:

  • AllowedOnlineMeetingProviders
  • TeamsForBusiness calendar provider registration
  • Exchange Online calendar online-meeting provider state
  • Calendar Repair Assistant state
  • stale or incomplete tenant/domain provisioning between Exchange Online and Teams/SIP

I am trying to understand what backend state or repair action is relevant when POST /me/onlineMeetings works, but POST /me/events with isOnlineMeeting=true creates a non-online event.

    Hi @Klaus Rindholt ,

Thank you for providing additional information

Based on what you have shared, this issue is typically related to the integration between Exchange Online and Teams, specifically how the mailbox in Exchange recognizes and utilizes the Teams provider for meetings.

Given the error pattern you described, the issue is most likely related to provisioning status or backend configuration.

Since I do not have direct access to verify this within the system, based on my current understanding, I would suggest checking the following areas:

    • Exchange Online calendar configuration state (OnlineMeetingProvider, AllowedOnlineMeetingProviders)
    • Registration of the TeamsForBusiness provider on the mailbox
    • Provisioning/synchronization status between Exchange Online and Teams
    • Mailbox capabilities related to online meetings

Additionally, since your tenant was recently created, it is possible that provisioning across services has not yet fully completed or is not fully synchronized

If you have any updates regarding this issue, please feel free to share them — I will continue to assist you.

    Thank you for the reply.

We already have an active Microsoft 365 support case, and support has been involved for approximately two weeks without being able to resolve the Teams meeting link provisioning issue so far.

    The tenant is very simple:

    • newly created Microsoft 365 Business tenant
    • only three Microsoft 365 Business Premium users/licenses
    • Exchange Online mailboxes
    • Teams enabled
    • no hybrid/on-premises Exchange
    • no complex tenant setup

I understand that only Microsoft support can inspect tenant-specific backend state. However, the reason I posted here is to identify the correct backend component or configuration area that support should investigate.

Could you please help clarify which Microsoft 365 component owns this specific failure pattern?

    Pattern:

    • Teams “Meet now” works when starting an immediate meeting.
    • Teams “Create a link to share” fails with: “Couldn't get the meeting link. Please try again later.”
    • Teams Calendar -> New meeting -> Teams meeting enabled fails with: “We couldn't make this a Teams meeting”
    • Microsoft Graph POST /me/onlineMeetings succeeds and returns a joinWebUrl.
    • Microsoft Graph POST /me/events with isOnlineMeeting=true and onlineMeetingProvider=teamsForBusiness creates a normal event instead: isOnlineMeeting=false onlineMeetingProvider=unknown no Teams join link is created.

This reproduces from a clean private browser session on a separate device, signed in with only one affected work account, so it does not appear to be only a local client/session issue.

    My specific question is:

When direct online meeting creation works, but Teams meeting link provisioning for calendar events and “Create a link to share” fails, should support investigate:

    • Exchange Online calendar online-meeting provider state
    • AllowedOnlineMeetingProviders
    • TeamsForBusiness provider registration
    • Calendar Repair Assistant state
    • Teams/SIP domain provisioning
    • stale tenant provisioning between Exchange Online and Teams

If this cannot be answered in Q&A because it requires backend access, could you please confirm which of the above areas should be explicitly checked by Microsoft support?

    Hi @Klaus Rindholt ,

Welcome to the Microsoft Q&A forum

Based on your description, the Meet Now feature still appears to be working; however, generating the Teams meeting link is failing.

I also understand that you have already performed several troubleshooting steps, but the issue still persists.

In this situation, I recommend contacting Microsoft technical support for more in-depth investigation of this issue. They have more advanced tools available and can conduct a remote session to check your environment.

To contact Microsoft technical support, you can refer to the following resource:

If you have any questions or need further assistance, please feel free to share them in the comments on this post so I can continue to support you.

I look forward to continuing the conversation.
