Welcome to Microsoft Community, Thank you for reaching us. We apologize you are getting this problem on your OneDrive "Block download" not available.

Possible that this option will appear if you set the permission of a shared folder turned off for "Allow Editing".

Please try if this will help to make this "Block download" available.

USING ONEDRIVE APP

Open OneDrive App - check OneDrive icon below the system tray near the date and time.

Select the any folder

click check box for files you want to share

click share

click Settings

Turn off "Allow Editing"

Click Apply

Send the link

check if the "Block download" is now available.

USING ONEDRIVE ONLINE

Open any browsers

Go to "https://onedrive.live.com"

Log in using your Microsoft Account

Select the any folder

click check box for files you want to share

click share

click Settings

Turn off "Allow Editing"

Click Apply

Send the link

check if the "Block download" is now available.
