current subscription is not eligible for phone and sms products?

Am seeing:

Your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products.

This is our new startup subscription.
We need to acquire danish and greenland phone numbers and be able to make outbound and receive inbound calls. Is this not possible on our current subscription? If not, what should we do?

I can understand if acquiring a phone number is not covered by out subscription with free credits, but is the actual phone calling service covered? If it is, then what is the proper setup for us? Do I need to create 2 completely separate resources on 2 separate subscriptions for acquiring the phone numbers and using them, respectively?
