Washed out HDR colors and missing Dolby Vision integration after clean Windows 11 install (Lenovo Legion 9 MiniLED)

Hello everyone,

I am experiencing a severe issue with HDR and Dolby Vision on my laptop after performing a clean installation of Windows 11. The HDR colors are completely washed out/flat, and Dolby Vision does not seem to integrate with the OS properly.

Environment:

  • Device: Lenovo Legion 9 16IRX9 (Intel Core i9, NVIDIA RTX 4090)
  • Display: Built-in MiniLED panel (Hardware calibrated for Dolby Vision)
  • OS: Windows 11 (Clean install)

The Issue:

After wiping the factory Lenovo image and installing a fresh copy of Windows 11, turning on HDR results in extremely washed-out, greyish, and flat colors.

Furthermore, while the "Dolby Access" app from the Microsoft Store says Dolby Vision is "Ready to use", there is absolutely NO Dolby Vision toggle or mention of it anywhere in the native Windows Display / HDR settings. The OS only shows standard HDR options.

I attempted to install the official OEM "Dolby Vision Provisioning Kit" from Lenovo's support page (ds543424.exe) to restore the panel's configuration, but the MSI installer consistently fails with a fatal Error 1603.

Troubleshooting steps I have already taken (to no avail):

  1. Manual File Placement: I extracted the Provisioning Kit using 7-Zip and manually copied the specific PQCONFIG.DV calibration file into C:\Windows\System32\spool\drivers\color\.
  2. Removed Conflicting Software: I completely uninstalled "X-Rite Color Assistant" (a known culprit for forcing SDR 8-bit profiles over HDR) and deleted all leftover custom .icm/.icc profiles in Windows Color Management.
  3. NVIDIA Settings: In the NVIDIA Control Panel -> "Adjust desktop color settings", I checked "Override to reference mode" to prevent NVIDIA from applying its "Enhanced" tone mapping over the HDR signal.
  4. Codec Installation: I purchased and installed the official HEVC Video Extensions from the Microsoft Store.
  5. Windows Settings: HDR is ON, but Auto HDR is OFF (to prevent SDR content washout). Resolution is set to 10-bit color depth (Full RGB).

Despite all this, a system restart yields no changes. HDR remains washed out, and Windows does not natively expose Dolby Vision.

My Questions:

  1. Since Dolby Access detects the hardware but Windows Settings does not show Dolby Vision, what exactly is missing on an OS level? Is there a specific registry key, service, or monitor driver that triggers Windows 11 to fully recognize Dolby Vision on an internal MiniLED panel?
  2. How does Windows handle .DV files in the spool directory natively, and why might it be ignoring it?
  3. Is there a known workaround for the MSI Error 1603 when installing OEM Provisioning Kits on a clean Windows 11 build?

Any insights into how Windows 11 integrates with Dolby Vision on a system architecture level would be greatly appreciated. I am trying to avoid reverting to the bloated factory image.

Thank you!
