Let's go over the basic troubleshooting first,
Run Windows Update Troubleshooter & Disable Antivirus
Open Settings → Troubleshoot → Other troubleshooters, and run the Windows Update troubleshooter.
Temporarily disable any third-party antivirus or security software.
Then try windows update again. If the problem will persist, reset Windows Update Components.
Open Command Prompt as Administrator and enter the following commands one by one:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
Then restart your PC. This forces Windows to rebuild critical update components.
