How do I make my email not being marked as spam?

Hi,

I've been trying to send en email using Outlook but every time I hit "send" it doesn't get delivered. I tried to edit the email but that didn't work.

Ever since I created this new Outlook email address I've been having issues with it. Like every time I try to log in at home via my wifi it says "too many requests" and I cannot log in – unless I use the hotspot on my phone.

I contacted Microsoft chat and they told me to do this "reputation check" a few times. I've done that but I still cannot send that email and I still have issues logging in when using my home wifi. They told me it might take some time before the issues disappear but preferably I'd need these issues to be fixed asap.

Is there anything else I can do instead of just waiting for a miracle?

Also I tried adding my phone number and a backup email in the settings of the Outlook or the Microsoft account. I thought it would help for my account and emails to be stopped being marked as spam. After I did that I can only see that these changes take 30 days which I really don't understand...
