Hello,

<PII removed. I attempted to send an email to the New York Police Department (NYPD) using my Gmail account, but the message was rejected with the following error:

Error Code: 550 5.7.133 – SenderNotAuthenticatedForGroup
Message: "Delivery restriction check failed because the sender was not authenticated when sending to this group."
Recipient: ******@nypd.org
My email: Gmail (external sender)

I would like to know:

Is this restriction (only allowing internal/authorized senders) a default configuration in Microsoft 365 groups?
Can external correspondents request to be added to the allowed senders list, or is this entirely controlled by the recipient organization?
Are there recommended best practices for sending to government/public institutions that use Office 365 distribution groups?
Could this be considered a misconfiguration, or is it intentional security policy?

Hello,

This error is definitive. The recipient address is a group configured to reject messages from outside the nypd.org Microsoft 365 organization. This is not a Gmail delivery problem.

In this context, “sender was not authenticated” does not mean Gmail failed SPF, DKIM, or DMARC authentication. In fact, the headers in the screenshot show those checks passed. It means you are not signed in as an internal user within the recipient’s Microsoft 365 organization. Microsoft documents 550 5.7.133 as the error generated when a group rejects external senders.

There is nothing you can change in Gmail to overcome this restriction. The group owner or the nypd.org email administrator must decide whether to allow your message. Microsoft support also cannot modify another organization’s group settings.
