- Is your account a personal account (e.g., Gmail, Hotmail) or a work/school account (typically associated with a domain name like your company or school)?
- Does this issue happen when you use Outlook desktop?
- Does this also happen with other users?
- Have you tried clearing browser cache (for Outlook on the web) or accessing Outlook using a private incognito window to see if the issue persists?
The error message
Microsoft.Exchange.Clients.Owa2.Server.Core.OwaUserHasNoMailboxAndNoLicenseAssignedException
means that your account either does not have a mailbox provisioned or has not been assigned a valid Microsoft 365 license that includes Exchange Online access.
Since end-user could not fix this issue on their own, you need to ask your IT Admin (Microsoft 365 admin) to help with it.
Here are a few steps they should try:
- Verify license
- Go to the Microsoft 365 Admin Center.
- Select Users > Active users.

- Ensure that a valid license (e.g., Microsoft 365 Business Standard, E3, or E5) is assigned and active.
- Reassign the license
If the license is missing or was recently modified:
- Assign the appropriate license.
- If already assigned, try removing and reassigning it to trigger mailbox provisioning.
- Wait for Mailbox Provisioning
- After assigning or updating the license, allow a few hours for the mailbox to be provisioned then login to Outlook on the web again.
- If it still doesn’t work after that, contact your Microsoft 365 admin for deeper investigation.
