I apologize for a late reply. Your support will continue until we find a solution, or we have a workaround.

I also apologize that I don't fully understand your concern at first. To leave the Windows Insider Program, please visit Microsoft official Leave the Windows Insider Program for more information.

To ensure you get a clean system, I suggest you do a Clean Install after that. It also gets rid of Windows Update error.

Please ensure that you backup any important data, including Documents, Pictures, Videos, and more.

Download Windows Media Creation Tool, please visit Download Windows 11
Then scroll down to Create Windows 11 Installation Media and click Download Now
Please spend some time to take a look at Before you begin using the media creation tool > USB flash drive:  Attach a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.
Open downloaded file, walk through until you see a screen asking you Choose which media to use, choose USB flash
Select the bootable USB flash drive with at least 8GB of space that you have prepared to use, then select **Next
**Reminder: any content on the USB flash drive will be deleted.
The USB flash drive will now serve as bootable Windows 11 Installation Media. Select Finish
Reboot your system and boot into USB flash drive
Walk through steps to Clean Install your system

"DISM" command with "/Online" parameter indicates that "DISM" will use online resources for its task, while the progress 62.3% indicates that DISM is currently downloading resources. This progress highly depends on your internet connection, so please be patient.

There's another option is running an In-place upgrade, it's easier to track how the progress is going.

Try these steps bellow to In-place Upgrade your system:

Clean up before repair
Please run StartComponentCleanup before RestoreHealth
DISM /Online /Cleanup-Image /StartComponentCleanup DISM /Online /Cleanup-Image /RestoreHealth

Windows Update Troubleshooter

Open Command Prompt (Run as Administrator) then run these commands
net stop bits net stop wuauserv net stop cryptsvc ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak ren %systemroot%\system32\catroot2 catroot2.bak net start bits net start wuauserv net start cryptsvc

Reboot your computer

Run Windows Troubleshooter by Settings > System > Troubleshoot > Other troubleshooters > Windows Update > Run

If you see that Windows 11 Insider has issues and need a more stable environment, you may choose a stable channel any time.

Based on the screenshots you provided, it's probably that your internet connection might be unstable. DISM with /Online parameter highly depends on internet connection, please make sure it's stable during the task.

May I ask why you need to run that command so frequent?

Your connection may be stable with domestic servers but might not be stable with foreign servers, therefore DISM command reports unstable connection. It depends on your LAN connection, also with your internet provider.

And you don't need to run the command so frequent if you don't have any problem while using Windows, it's not necessary.
