If you are using F10 and selecting to save the changes as you exit the bios and after that it still has CSM enabled you should really ask HP.
The bios is part of the hardware and not part of windows.

I booted into my InsydeH20 F.3A BIOS to see that Legacy Support is enabled, even though my system is UEFI based and uses GPT, but it still boots and works perfectly without any problems. I disabled it, but restarting reset it to be enabled again. Also, it is enabled in the setup default settings. The CMOS battery is fine, since other options are persistent. Secure Boot is currently off and greyed out.
I am using Windows 10 Professional X64 19045 on a HP Notebook 2000 PC.

UPDATE: I loaded HP factory default secure boot keys which enabled Secure Boot! But the problem still exists, Legacy Support (CSM) automatically gets enabled after a restart even when disabled, causing it to turn off Secure Boot. Here is the updated screenshot:
Note: I already tried clean unstalling, didn’t work. It already automatically always boots in UEFI mode, but it still disables a few key features, and my OCD can't handle that :/
