Dialog box blocking access to Excel

Every time I try to open an Excel file, a dialog box opens asking me to save the file. I do, but it pops back up. I hit cancel; it pops back up. Tried repair and reset, still pops back up. I have to use task manager to get it to shut down even. I have restarted my computer twice now. I am at a loss.

Does this issue occur with all Excel files?

Please make sure you have enough permissions on the Excel file.

Where are your files saved?

I suggest you move files to other location for a check, such as Desktop.

Then it's recommended to run Excel in Safe Mode to troubleshoot the COM add-in and startup items.

  • You can press and hold on Ctrl key, click or double-click Excel icon, until it asks if you want to start it in safe mode, then please release Ctrl key and click "Yes".
  • Open one Excel file from Excel app.
  • If this issue does not persist, you may click: File > Options > Add-ins > Manage COM Add-ins, click Go, clear the check boxes for any enabled COM add-ins, select OK.
  • Locate to following folders: %Appdata%\Microsoft\Excel\XLSTART and C:\Program Files\Microsoft Office\root\Office16\XLStart, see if there is any file / folder. If so, move it to some other location and delete it from Xlstart folders.
