I own perpetual license of - Microsoft Home and Office 2021. Yesterday I noticed that it was not allowing me to save or edit word and excel files and was asking me to upgrade to Microsoft 365. Since I have a perpetual license, I expect to be able to continue using my 2021 version. I tried following the instructions on Microsoft forms to uninstall the existing license and reinstall using the download within my Microsoft account. But it does not work - it keeps asking me to install Microsoft 365. Please respond asap or let me know how to get hold of a person who can help me get this resolved. If Microsoft is forcing folks like me who own a perpetual license to subscribe to their new version, it is a good fodder for a law suite. I am getting increasingly frustrated because I have been unable to connect with any support person so far and am going around in circles with the same instructions which don't seem to work.

Please uninstall your Office apps.

Then install this slightly older version 16.114: https://res.public.onecdn.static.microsoft/mro1cdnstorage/C1297A47-86C4-4C1F-97FA-950631F94777/MacAutoupdate/Microsoft_365_and_Office_16.114.26101123_BusinessPro_Installer.pkg?atp=ets

After that, open any Office app, such as Word or Excel. From the top menu, select Help > Check for Updates. When Microsoft AutoUpdate opens, uncheck Automatically keep Microsoft apps up to date, then confirm by clicking Turn Off.

That should work. If for any reason it doesn't, open one of the apps, for example, Excel > About Microsoft Excel > More Info > Refresh License.

Having a similar problem with my Office for Mac 2021. Info in "About Mac" stated "not activated" and when I attempted a refresh, I received and Error Code 16 which appears to be related to the fact that the email associated with the original installation in 2021 has since changed. After removing the Office license and reinstalling Office 2021 from my current account, and using my "new"email address, I am presented with two options: BUY or TRY ANOTHER ACCOUNT.
