Good day Luke!
Thank you for reaching out to the Q&A forum.
Based on what you described, you’re unable to open downloaded installers or archives, even when logged in as an administrator and after disabling security features. Since the suggested methods from Q&A Assist did not resolve the issue, please try the additional steps below.
1. Repair Windows system files
Open Command Prompt (Admin)
Run:
sfc /scannow
If SFC reports corruption it can’t fix, run:
DISM /Online /Cleanup-Image /RestoreHealth
Restart the PC and test downloading and opening files again
2. Reset default apps (file associations)
Go to Settings > Apps > Default apps
Scroll to the bottom and select Reset all default apps
Then manually verify ZIP handling:
Search for .zip > Set it to File Explorer (or 7‑Zip / WinRAR if you use one)
Restart the system and test a fresh download.
If the problem continues after these steps, please consider performing an in‑place upgrade, which reinstalls Windows system files while keeping your personal files and installed apps.
For step‑by‑step instructions, see this article: [Article] How to: Perform a Repair Upgrade Using the Windows 11 or Windows 10 ISO file
Hope this could help. Let me know how it goes or if you need more assistance!
