Cannot install new Win 11 Home OS on Surface Laptop 7 after reset

I received my Surface Laptop 7 from my company. The IT group reset the device and provided it to me. It appears to be stuck in a loop looking for recovery, booting into another OS, or booting from USB with a Windows install. None of the available options work. It can't boot into the Win 11 OS, recover, or boot from USB. I've tried turning off secure boot and reordering the boot options with USB at top. It doesn't bot from the USB stick with a new Win 11 on it (a Microsoft official USB stick and OS) - it just boots back to the options above.

Are you using the downloadable recovery image specific to your Surface Laptop 7? https://support.microsoft.com/en-us/surface-recovery-image

I'm wondering if you are using the generic Windows 11 image for Intel processors but your SL7 is a Snapdragon ARM processor. Try a recovery image. You can find your serial number using steps at https://support.microsoft.com/en-us/surface/find-the-serial-number-for-your-surface-device-and-accessories-or-microsoft-accessories-6c0abc0c-2b45-247d-f959-70e504e55fa5#bkmk_device

    Surface devices use UEFI, not the older legacy BIOS. So, ensure the USB is formatted as FAT32, GPT partition scheme for UEFI.

    Try creating bootable Media Creation Tool on another PC and retry.

    To boot from a USB drive on your Surface, turn it off completely, then hold the Volume Down button while pressing Power. Keep holding Volume Down until the Surface logo appears.

    You may download a recovery image specific to your Surface model on another PC using another USB drive (16GB+) formatted as FAT 32. Select Surface Laptop 7 and proceed accordingly.


    Boot from a Windows 11 USB or Surface Recovery USB.

    On the first setup screen, click Repair your computer → Troubleshoot → Advanced options → Command Prompt.

    bootrec /scanos

    bootrec /rebuildbcd

    bootrec /fixmbr

    bootrec /fixboot

    If bootrec /fixboot gives an “Access Denied” error, you may need to run:

    bootsect /nt60 SYS /force /mbr
