Another family member has my old laptop, and continues to clog my Microsoft Cloud with photos and other such files that are slowing down my laptop. I want to log out of it but do not have contact with them anymore, so they are forced to make their own Microsoft account. How can I do this if its possible?

Yes, it is possible to sign out of the Microsoft Account remotely on any device. Doing so does not delete the account from the device, but it will prevent the access of your Microsoft account to OneDrive, Outlook, and Microsoft Store, and stop synchronizing files.

  1. Remove your device from the Microsoft Account go to https://account.microsoft.com/devices . Sign in using your Microsoft account. From the list, find the old laptop. Select the device > Remove device or Sign out (if available). These will prevent syncing services such as OneDrive from working, and your account will now be disconnected from that PC. In this way, you deny access to password recovery, or location tracking via that device.
  2. Go to https://onedrive.live.com/options/DeviceBackups. Delete any and all old backups or device links from there. Also visit https://onedrive.live.com, and then, go to Settings > "Photos" or "Camera Upload" If auto-upload features from that particular laptop are enabled, switch them off.
  3. Do a password change.

If you need to track your computer's location, then don't remove the device from your Microsoft account.

Just change your password, that should do the trick.

For Personal accounts, sign in to your Microsoft account. Go to the Security tab, then to "Manage how I sign in." Scroll down the page to see this:

If you think someone might have unauthorized access to your account, we can protect you by signing you out from your trusted devices. You will be signed out of browsers, apps and anywhere else your account is used to sign in, where possible, within 24 hours. We can't sign you out of Xbox. Sign out everywhere Windows Hello lets you sign in to your device apps, online services and networks using your face, fingerprint or a PIN. You can also reset Windows Hello so that nobody can use it to access your Microsoft account services, including Xbox cloud services. You will still be able to unlock your devices. Reset Windows Hello on all of my Windows devices
